How could we use the energy of the high speed air, which is coming out from a pipe to the atmosphere?

Without increasing the pressure in the outlet of the pipe?

Answer:
How did this air, inside the pipe, start moving? If you used a pump or fan to get it to move, you used energy to do so. The energy you reap from this air, as it exits the pipe, will be less than the energy used to create it.

We do capture some air exiting a pipe. Think of a turbocharger on the exaust of an engine. We capture this exaust, same as your air in a pipe, to give us a boost in power when needed.

Also think of the air falling from the tops of mountains to a lower altitude, since colder air falls. Use this air movement to produce energy. It's being done in Montana and Alberta, Canada with wind turbines. The problem is, not many people live in these areas to use the energy from the turbines. The cost to transmit this energy outweighs the benefits.
make a pinwheel charger and use it to power your house.
