Yes, the rain will stop. This is the first time I've heard of it being bloody. Is it possible for the government to seed the rain clouds before they reach land so they will rain where it won't cause flooding? The technology has been available for 50 years or more. Why is this being allowed to happen? Regardless, it will stop and when you really need rain it may not be there leaving you 180 degrees in the other direction.
