Generally no, but you could use them twice. Brands like Bounty are strong enough that if you use them and think you didn't contaminate them in anyway, you could always just dry them and use them again easily enough. Also, it will depend if your city would take them with paper recycling. You can buy brands which are already recycled too, and that will make a big difference as well!

I don't think so because of the chemicals you would use on them, plus they pull apart like toilet paper when they are wet. well, most tend to.
Yes, but only if it is not too dirty and dried out. If it has food, lots of dust, or other gunk then it will contaminate the paper and you don't want to recycle it. If they are getting really dirty while you clean maybe you should buy recycled paper paper towels so you don't feel guilty for throwing them away.

No you can not recycle paper towels per say, you can place them in a compost for home usage, but not for a public recycle system.
we have them at work to dry our hands and after i dry my hands i take them to my work area and reuse them after they dry, which takes no time at all

Well, first of all, you shouldn't buy Bounty. You should buy the napkins that says 100% recycled. That will help with contributing to saving the environment and it won't hurt your pocket book. Or buy cloth napkins and try not to use paper towels so much. But to answer your question..you should call a recycling company near you to see if they take used paper towels.
I use mine to line my kitchen compost bin, it absorbs and juices from the fruit and veg. before going into the outside compost bin - water it well with one whole watering can for each good layer of new waste
