Weelll, theoretically there are 7 forms of energy, so any one of them could move a vehicle.
For example:
compressed air, no need for combustion to produce differential pressure (browse "air car");
nuke ... not really an option for a car;
electricity ... lots of "potential" there *lol*, taking either batteries, fuel cells or both (browse "Ballard fuel cell").
magnetic induction ... the highway provides the power ... no need to elevate the car or go 400kph, but it could be applied to cars(browse high speed trains);
combustibles ... are there any that are benign or are they all based on H-C-O chemical reactions; and
solar.
I would approach it from an energy density perspective. Nuclear is the most dense form of energy, oil the second, H2 is probably the least, at least @STP. You can also correlate hazard versus energy density to see which forms "are worth it".
