Spray your tree with a soapy mixture.
I spray my trees with a home-made mixture of milk and Ox blood. Neither the milk nor the Ox blood will hurt the dog or the apples...but why are you spraying the tree again? For color?
I get it you want to spray your trees for bugs in the spring I don't know the answer either. but I am not sure soap is the answer LOL

for caterpillars put some bird feeders out and ask the birds to eat the caterpillars
or get these tiny wasps that they breed especially for caterpillars

Or throw dry lime powder up in to the branches this kills cater pillars ,
you can make a mix with green soap,some terpentine and garlic ,chili and even tabaco water made from sigarettes buts
this will get rid of most pests on fruit trees
None of these will either harm the apples or the dog,or the environment
Not enough information. You don't say why you want to spray, or what for?
You can plant appropriate companion plants to attract and deter pest species or their friendly-predators. Then you won't need to spray with harmful chemicals and your dog will be safe, too.
Mix an organic cleaner, Basic H concentrate with water. Usually one tablespoon per gallon of water is enough. I used it for years and it kept the trees looking healthy. Also benefitted my lawn. It is safe for animals and children.
