Switching off a gasoline engine at traffic lights would not reduce energy usage. The reason is that restarting a gasoline engine uses enough gas to outway the benefit of turning off the engine.
What would make a difference is if they were hybrids. Hybrids do not use so much gasoline to start the engine.
As far as the laptop questions go, if you started with a dead battery and drew power from the engine, you are very likely to have your laptop running on battery power through any length of stoplights. You probably could get more than 30 minutes of battery power from a bit over an hour of continuous driving, but the speed would matter. More power is generated at higher speeds.

More fuel is used to cut and then restart an engine that is used to idle for the small amount of time required for a traffic light.

I applaude your placing your concept on the forum. As for the negative ninnies who responded, I have taken your idea a little further and have posted a more workable position and that is to reduce the amount of time spent stopping at lights by synchronising the roads that can be and maybe creating right and left turn lanes dedicated to those turning and prevent straight traffic entering thus alleviating bottle necks and jams. So tell the others to offer a solution and not a negative reactionary response. Good job! GreenGray
