health food store in the franklin, TN does...can not remember the name..sorry .also Albertson's in some areas do to.
I believe that fresh market does if u have one around you. Also, there is an on-line site called ideal bite that gives eco-friendly tips. You will find a link to buy the bags from them i'm pretty sure.
"Eco-friendly shopping bags"?

Any shoppnig bag you re-use or do not throw away is eco-friendly! This includes the paper and plastic bags grocery stores use. We have been re-using them for years.

Too many businesses are trying to cash in on the "green" fad, trying to convince people things like "eco-friendly shopping bags" need to be purchased. Hell, just grab a gym bag or a duffel bag next time you go shopping. There's no reason to waste time, money and energy looking for an "eco-friendly shoppnig bag".
Check out a thrift store, buy the canvas bags, they are reusable, and you are in a sense recycling by using them..
Mine are dorky!!
I have some that are Spices! Pigs. Just random bags I see and buy,
I HATE PLASTIC BAGS!!
I know you can get them at amazon.com
I would just go to walmart and buy they bags they have from the craft section (canvas type easy fold). Don't take a gym bag or duffle bag . I wouldn't let you in a store with that. It is very important that you use strong material bags. My favorite ones came from Mexico they are huge and hold everything and last forever.(anyone who has visited probably has had a couple)Locally a store I shop at has rubbermade type containers and special shopping card that they fit in (no bag at all)You just buy the rubbermade containers and use them it is very handy but, they can get heavy if you aren't careful when you pack them.(they also can be used around the house to store stuff when not in use.)
Opah's "Green Friendly" shopping bags are availble at a very economical price & are made out recycled materials.
It's hard to say without knowing where you are exactly, but I'd expect your major chains would have them. If you have an A&P or associated company, I'd try there - Farmer Jack up here is associated with them and theirs are the cheapest I've seen at only $.99. If you don't see them at whatever your largest chains are, ask a cashier or customer service rep - some just don't think to put them somewhere easy to find. Unfortunately, the US is still learning how to deal with these. In most of Europe, the reusables are right by the checkouts and the cashier looks very confused if you ask for a plastic bag :)
