My comment on this is because I am a 60 yr old woman living by myself. I have tried to keep my tires pressure what the "book" says I should. OK, I go to the gas station and I have to put in my .75 cents and then I don't understand the gauge. Why do I have to pay for air? Ok, by the end of the .75 cents I get it. Maybe I'm slow. The next station I try, obviously has a defective meter, after my .75 cents go in, there gauge shows unbelievable stuff. So.I go and buy a gauge. Finally I buy a air thingy from Sharpers image. I have learned how to do it, but let me tell you, no one has made it easy!
I have run into the same problems as the poster above. One day I went to 4 different gas stations, all of which had broken air-pumps. It was ironic that I was driving all over town because I wanted to inflate my tires to the proper PSI in order to conserve...
I don't mind paying 75 cents, even though it's a rip, but gas stations should keep these air machines serviced. I'd like to see them be found in violation of something when they're not.
Some states require that the gas station provide free air if you get gas there. Although it's true some do not keep their unit in working order, but in general many of them are. However, you still need a reasonable gauge to measure.

In the US, in the future it will be required that cars contain an indicator telling you if your tire pressure is too low.
