there are two appraoches to handle this problem.
1) to reduce emissions: this approach needs to address the sources of carbon dioxide emission in an area and then design technological such as scrubbers, alternative technology or using BAT or regulatory solutions for that purpose. major source of carbon dioxide is fossil fuel burning. alternative energy resources could provide a better solution to this problem.
2) second appraoch is to enhance the sink that carbon dioxide fixation. increase plantation could serve the purpose very well.
Plant more trees.
first of all everyone who uses vehicles to the nearby stores , friends and etc.., should stop. one can walk instead of that. as walking is good to health and by this one save fuel and the release of co2 can be reduced.
dont think that this is a simple idea, because when following this method all over the state, their expenditure on fuels decreases. than calculate how muh would a country would save and how much would world save.

Have a massive worldwide afforestation program of the world's deserts and similar fallow areas using desalinated water which is transfered from seashore to these locations through pipes/canals.
This will involve the world's scientists and engineers/techologists in a more constructive activity rather than their current obsession with reducing human industrial progress/civilization (and consequently keeping the vast majority of the world's population below developed status perpetally).
Plant trees, walk or use public transportation instead of cars and switch to cleaner fuels for your vehicle - electricity, CNG etc.
The best (and only way), is to let nature handle this all by itself.
