If people starve on this planet, how can fish trawlers get away with dumping fish back into the ocean?

these are huge factory ships that operate with the blessing of their individual countries that scoop the ocean clean of everything that gets before the net ,Always in other countries coastal waters,
A few weeks ago it almost turned into a war between Mexican fishermen in tiny boats firing shots at huge foreign factory ships.
Why do countries Navies not get into the act and blast these b**t**rds out of the water .
They literally clear the whole place of everything that happens to be in the water ,
Dolphins ,Turtles ,seals everything ,what they don't want is dumped back in ,usually dead
in theory, yes, you could take all of the fish they were going to dump into the ocean and feed them to the hungry, but that would cost a lot of money.
- you have to pay to transport the fish
- you have to pay for storage of the fish
- you have to pay people to do it
also, you would have to organize the collection and dispensing of the fish, which is a whole other story.

Maybe you didn't understand the industry you witnessed.
Fishermen catch what the market pays them the most to catch. And if their boats are setup to catch certain fish that's what they catch.
When they dump back fish other boats that are setup to catch other types of seafood harvest these fish.
Yeah, I thought of that, but We want to discourage the bycatch, by making it illegal to take these fish.
