Halogen bulbs are not "earth friendly". They consume power to provide that brilliant light at high temperatures, meaning they waste power that is not converted to light, but rather to heat. The more "earth friendly" bulb is the coiled fluorescent. That's the one Yahoo is giving away for all the right answers plus shipping and handling which I read here is like four times more than the bulb costs.
Replace the fixture with one that will take modern CFL's, you'll be way ahead of the game all around...time to bury the Halogen.
Compact fluorescent bulbs are much more efficient ("green") than halogen bulbs. Another up-and-coming technology which will almost certainly surpass the CFL is the LED (light-emitting diode) and O-LED (organic LED). Lamps utilizing LED technology use very little power, and can produce enormous amounts of light. Both CFL and LED are more expensive than incandescent or halogen right now, but their higher initial cost is eventually offset by the amount of electricity you would save in as little as a year. Also, CFL and LED lamps have a considerably longer "burn" life than incandescent or halogen lamps. Not only will CFL and LED save electricity, but you will have to replace the bulbs less often.
Halogen bulbs are slightly more efficient than regular incandescent bulbs. CFL (compact florescent) bulbs are quite a bit more efficient, so you would save money and be greener by replacing your halogen with a CFL bulb. The problem is, if you have a long skinny halogen tube, you probably have a special fixture that will only accept long skinny halogen tubes, so just replacing the lightbulb may not be an option.
It may well be time for you to replace your fixture. In general, halogen lamps produce a lot of heat, and they are recognized fire hazards. Put in a CFL fixture with a similar shape and you will reduce your fire danger as well as save money and the environment.
