That's a very good question. I don't think it will be due to global warming, but for other reasons. Namely, the availability and cost of land. The resources and availability also of seafood will possibly be the same, if not better, than what it currently is. Where there's an abundance of food, people will be. I've always thought the oceans would be humankind's next frontier, and not space, due to many reasons. That is a really good question, and I would be surprised if some floating cities wouldn't start construction within the next 100 years. If you think about it, Dubai has a city being built with transplanted sand, and it only stands to reason that a floating city would be next.
I think they might. With the technology that will enhance so fast over this century, we could have cities underwater or floating on the surface like a pontoon boat. Anything is possible with advancing technology.
We already have floating cities...
They are called aircraft carriers.
They have:
an airport
3 stores
4 "restaurants"
a hospital
assorted types of workshops
Water purification facilities
electric power generation plants
A police force
A jail
and a benign (usually) dictator in charge (The Captain)
Not to sure about floating i think they would most likely on stilts so that they would not rock with the waves .

The IPCC is saying a MAX sea rise of 2 feet over the next century. That's not even deep enough for a good hot tub.
A better bet might be undersea cities...if only we could keep them from spontaneously exploding all the time.

No, besides aircraft carriers and cruise ships. People want to go home at the end of the day to dry land. For thousands of years people have sought to be "settled" - as individuals and as groups. Controlling land mass is a symbol of power, which people want.
Cities will be on land for the next couple hundred years.
