Should New Orleans be rebuilt with sustainable low emission designs to make the city the most environmentally.

I think that would be a great idea, but I don't believe you will see that happening. The cost to do something on such a grand-scale as New Orleans is too great for them to incur. I had heard talks about the City of Greensburg, Kansas was thinking about rebuilding their city in an eco-way. I think this would be more accomplished, because Greensburg is such a smaller community, so the cost wouldn't hinder the decision.
You're asking this question a little late, they've already started rebuilding. The question seems should they rebuild at all, being below water level and in the path of future hurricanes. Knowing how we Americans are, they will rebuild it, so they might as well do it right. Safer against potential hurricanes and the following storm surges and hell yes make it environmentally friendly too!. You can go to the New Orleans of the future for some jazz, Mardi Gras and clean air.

It should be a pretty environmentally friendly city, specially as the disaster was caused by global warming in the first place, I wouldn't put money on saying it will happen anytime soon...maybe the next generation of people will.
Hurricane Katrina was Mother Nature's attempt to recycle New Orleans and return it into its natural state, thus it should not be rebuilt at all.
Eventually it's a great idea, right now I think they should at least have adequate housing. Not to mention the govt could offer cheap education to all of them and they could improve it themselves. Like a utopia of sorts.

Some answerers apparently believe anywhere with risks should be abandoned. If that is true, Los Angelas & San Francisco should be evacuated because of earthquakes, Seattle should be evacuated because of earthquekes & Tsunamis, New York & Miami should be moved inland because both are vulnerable to storm surge, and so on.

In contrast, we can protect New Orleans from hurricanes by spending a few billion dollars that should have been spent before Katrina.
Yes! But because it is high crime and low income area green is not affordable. I actually think maybe they should concentrate on cleaning the area and not rebuild. After all it is below sea level and never was a well kept area.
