No, a psychologist does not have to have a Ph.D. A psychiatrist would (can administer drug prescriptions, etc.). But, you don't need M.D. or Ph.D. for psychology - a Master's will work.

You would have to most likely need to work under the supervision of someone who did have a PH.D even if you don't plan on writing precscription, besides that, only louisiana and New Mexico allow psychologist to wrtite precsriptions, and they would need a PH.D to do so.
A psychologist can't administer drugs anyway. That is reserved for the psychiatrist, who has gone to medical school. You can't be a psychologist without a phd but you can be a therapist with only a masters. A bachelors will get you very little. It is only the first step.
A licensed child psychologist has either a Ph.D. or a Psy.D. (Doctor of Psychology).
If you want to work as a School Psychologist, you can receive an M.A. (Master's Degree).
If you want to work as a Psychological Assistant, but with children, then you need to have an M.A. A Psychological Assistant works under the license and supervision of a Licensed Psychologist, and is paid as such (in other words, splits the fees).
