Why might managers be scared to death to tell an applicant they don't want to hire them and why?

instead they say, I'm actually not the manager, even though I said I was so well show it to the real manager but they're NEVER here well call u bye.
When it's slower than grass growing in the place.
Or we just hired about a million people etc...
How can you hear at least, "well I don't think theres a way your compatible with this place, this looks good, but this doesn't etc..." As opposed to giving you no information whatsoever other than being extremely focused on getting you out as quick as possible with no information.
I've done volunteer work for elderly, I wear normal clothes pretty much etc ?

Most HR people/managers are very very careful in what they say to potential applicants. Because say they look at you and say, "You won't fit in>" Or "You're too ugly..." You can then SUE them for violating eeoc (equal employment opportunity commission) laws on labor.
so instead they keep it very vague, and non rejecting.
maybe youre not qualified for the position?
there are tons of reasons as to why they wouldnt hire you.
i cant say, because well obviously, im not the hiring manager. and i dont know your qualifications, or the jobs youve been applying for.
one way to find out for sure why they wont hire you...
