Answer:
to give a hand up. and keeping them up by giving the person the tools to help themselves.
anything from how to negotiate with bill collectors to helping people with the end of life care. Comforting abandoned children or talking to
people about marriage and birth control.
I like to take people to the library and show them the world. These are simple terms but I don't want to do your homework for you.

A) Primarily to generate profit while secondarily to enhance the quality of life of others.
B) To sorta kinda fill the vacuum of neglect and externalization of cost and cause by corporations owned by the totalitarian interests of the investor, further externalized by the government.
C) To make uncreative bureaucrats feel important.
D) To provide training institutions with plenty of procedures to train people for and calling it "education" to help you flinch less at the thousands they are making you pay for what they ought to be giving for free given the serious shortages in medical personnel.
E) To give idiots power over your life if you happen to be financially disadvantaged at the moment.
It needs to be all about the second part of A) in the context of accepting that we are a human community and where people fail we must all be accountable as a whole for why they did so.
If a member of our immediate family became disadvantaged or merely demotivated we would want to know why and we would have strong feelings about fixing the negative things that sucked the life out of that person's psyche. We would also want there to be ways to restore this person to his or her maximum potential so that the whole community would benefit. As a society we waste too much potential in people because we are too afraid to make the corporations clean up their messes and give back some of the exorbinent wealth they have sucked up out of the community that funded it and gave it permission to exist in the first place. We subsidize their product development and then they overcharge us from their corporate headquarters in some community that gave them a 15 year break on taxes so the community would have to absorb the increase cost of schools for a richer more demanding class of kids and parents.
Now that human services are dominated by corporate ownership and operations, we must more than ever scrutinize their intent, which is often multi-faceted.
