Well there are two possible ways of looking at it.
As has been said, you could look at it as describing the behaviour of someone who is shy or not outgoing etc (introverted).
The the possibility is that they are anti social in that they are being aggressive or abusive to others, have no regard to other peoples property etc (and if clinically assessed they could be seen as having an anti-social personality disorder).
If a clinician is talking about someone having anti-social behaviour it will be this disregard to others, if its someone from the general population it will most likely be the shy/introverted person they are describing.

Things such as refusing to answer the door or telephone, not having any friends or close family members (and not wanting to have anyone close to you), feeling that others are conspiring against you/judging you, making a habit of being under the influence of controlled substances, etc., are all examples of being antisocial.

well that means those people arent the ones that go up to people and say "HI, how are you doing". its not mentally ill, its like i dont feel like talking to you. do you have a problem, well its your problem.
