False. You do need the written word to back up oral communication. Someone is going to want to know your source, and the credentials of said source. Very few people are illiterate in the western world these days. ( A hell of a lot more than I would like to admit, but relatively few ) Greater redundancy just waters down the message as far as I'm concerned.
I'd say that's probably true--as we can more emphasize our point when talking--than in writing.
