Do I need to state a hypothesis when doing quantitative descriptive research?

I am working on an assignment for which I must create a blueprint for a future research study. My quantitative research design is descriptive. My goal is to describe "what is" in order to have a basis for further research questions. Since I will not be trying to find support for or refute a hypothesis, do I even need to state one?

..The hypothesis is usually stated up front as the purpose of the research. Since you don't have a hypothesis, just state the purpose of your research clearly.
