Do you believe the happy people out there are looking outwardly towards others?

you could go to meetings, read and work the proverbs, self help books ect... but are the "nuts and bolts" of all these different methods basically the same? Dont they all get you to start focusing outwardly instead of the inward way you were focusing?,,,,,self loathing, the key word is "self".

If you are happy inside you usually relate to people a lot better, you usually get things done in half the time.

You look to people and life with different vision, you enjoy all the different thing that life and people have to offer.

Your focus changes, on all different issues, you are happier and attract people "like Bees to a honey Pot"

to look beyond yourself, gives you renewed perception on everything.

No, I think you've got it backwards. The self part of self-loathing isn't the problem. It's the loathing.
I think that you have to feel happy inside , like/ within , before you could be (or) remain happy about others.
get control of your own life ,love yourself then you shouldnt be asking what you did
completely the opposite. they teach or are meant to teach you that only what you got inside matters and that matters. external things can be taken away and if your happiness depends on them, other people conrol your happiness. but as long as you're happy inside it's all up to you. you own that responsibility.
