I believe that this is illustrative of the fact that we all make "guesses" based on the information we have.

As a child, you might opt to run across the grass in a park to quickly get to an ice-cream salesman. A more mature adult might notice the "curb your dog" signs and decide the better route is to stay on the sidewalk. It's not that one is being "smarter" than the other. Both weigh their options and decide what is more important to them.

But to answer your question more specifically, this "weighing of options" is often not a conscious process. People will approximate situations they know little about when making a decision. A first-time bride may love the fashion of a dress she's choosing in the bridal shop, but she may be failing to take into consideration the fact the wedding is planned to be outside in the middle of August. If what she knows consists more of fashion than nature and meteorology, then she could be making a very poor choice and not even realize it.

Guess that's why we, as humans, invented the phrase "hindsight is ever perfect."
It is not so much that we do not think rationally, it is a number of reasons:
1. We often have multiple choices that we face on a daily basis that have different outcomes. Sometimes the factor of luck or bad luck factors in, giving us a reason to think that we did not act rationally.
2. Sometimes we have a rational behavior situation before us, however we like to break the mold and do something that is not typical.

Because they are underdeveloped, they sometimes cause you to make bad decisions without really thinking the consequences through.
