I would say that a frustrated genius is someone who never lives up to an apparently enormous potential. To me it brings to mind someone who is thwarted, despite their abilities. It may be their circumstances or something they brought on themselves. I would not say that it is a positive opinion. Although calling someone a frustrated genius acknowledges their intellect or abilities, it also suggests a potential which has not been realized.

a person who knows things but has a hard time making him or herself understood... it's more common than you know... what is positive and negative is most often defined by how it was intended and how it was received.. if it was intended as an insult and received as one it is a negative,,, but intended and received as a compliment it is positive... then there is some of us so used to being insulted that it could have been intended as an insult and received as a compliment... that is called creative.
There is one big difference between genius and stupidity; genius has limits.
