this is already the case. Anyone who enters a community hospital for psychological reasons or for physical reasons that become psychological and cannot be discharged within a specified period (3 months?) will be committed to a long-term psychiatric hospital. Technically the only reasons for hospitalization are that a person is a danger to himself or others but there are many loose ways to interpret that. Not caring for yourself properly can be interpreted as being a danger to yourself. People who are found to be screwy in court or in jail can be committed. People who act inappropriately (this can sometimes be just arguing too much) with the police can wind up in a psychiatric emergency room and if the Dr. there thinks there is anything psychological to investigate he may hospitalize you in that local hospital. People who make threats against others, especially public figures can wind up being committed. Anytime someone is hospitalized they are expected to take some sort of medication. If you refuse a lot of pressure will be brought to bear on you to take the meds. You may be denied various privleges. If the staff think strongly enough that you need meds or if you annoy them enough, they will go to court to get an order for meds to be administered to you whether you like it or not.

Yes. If the person is completely out of touch, it is dangerous and unhealthy for them to be out wandering around where they can be preyed upon and abused. There is little chance that they will receive any treatment for the mental illness or any other illness they might have. And finally, they are not responsible for their actions and might harm themselves or others. What kind of a society would think this is a smart way to address the problem of mental illness?
