It's called an 'internal time clock', and it can be messed up when deprived of night and day time regulations. For example; if you are interned for a large amount of time, as in a solitaire confinement, your internal timing system will be lost to the long hours of 'sameness' for want of a better word. You don't live your normal life cycle so the body's habits are not used. This takes away your internal regulators.
People naturally have a precept ion of time due to our circadian rhythms which dictate our sleep patters, but to be able to tell the precise time down to the minute is an unique ability. I'm not sure if there's a term for it, but it sounds akin to autistic savants, who have some exceptional metal abilities, but are often afflicted with other developmental abilities at the same time. Most savants are known for fast calculations of impossibly large numbers of the ability to memorize facts and dates, but there are other abilities as well.
