Yes it does, the sun releases serotonin in your brain ( the happy chemical that makes you smile). When the sun is blocked due to clouds or rain or fog production of this chemical goes down, affecting mood and often times making people sad or a little depressed.

Yes, weather does affect my mood uncontrollably. When it rains, I can't help but feel tired and not so up. When it is sunny and warm I am generally in good spirits. It is psychological.
yeah! when it's sunnyi wanna be out all day and night long! when it's raining i wanna be indoors, lying on my bed, listening to music or reading a book... and if i get to have company too. much better!
