Laws governing the use of intelligence tests?

In nearly every state, the administration, scoring, and interpretation of individually administered intelligence tests is restricted by law to individuals licensed to practice psychology and individuals certified by the appropriate state agency as school psychologists, psychometrics, educational diagnostics, or similar title. Why do you think that we need actual laws governing such access and use of intelligence tests?

Answer:
Well by using licensed people to do the testing only it helps prevent 'ordinary people' being ripped off by unscrupulous people out there.

Intelligence tests have attained a certain aura about them with some people putting a lot of faith in the results and so if you have unqualified people administering and interpreting the results people could become distraught about results which may not be accurate, especially parents of children who are simply slower developers.
