Someone who has a "bad temper" is someone who gets angry easily. We all get angry, some more than others. And, anger is healthy. But, people who "act out" in angry ways have serious emotional problems related to self-control, not related to anger the emotion.
Anger is a healthy emotion, but what we do with it is what determines whether or not it is perceived as "bad". If anger is misdirected, projected, repressed, it is not healthy- and can adversely affect the individual and everyone he/she comes in contact with. Healthily-directed anger motivates a person to think about the cause and change the circumstances so that their situation is better... anger that's dealt with in unhealthy ways does not put the person on a constructive path, but a destructive one.
Bad temper is someone who gets angry easily. Sometimes this is genetic. It can run in families - and then with the chaotic environment, the person might just act out later.
I am not bad tempered, but my ex is, and my daughter can be - and my grandson - whooo hee - what a little temper! But when my daughter is not upset, she is a cheery person.
