Some types of candies can be fluffier than a cloud; Wool too. In the first place, a cloud is effectively not fluffy in the first place - it's only a way to figuratively describe how a cloud seems to be.
I don't mind being perceived as a crap, because it takes one to perceive another as the same kind.

A cloudless sky. Since clouds consist of water vapor, the absence of clouds would indicate that there is less water in the atmosphere. So, the atmosphere would be fluffier.
You may not agree with this answer, but I believe it to fulfill the requirements to provide a reasoned answer to an ambiguous question.
