It's actually quite simple: Your brain stores a new memory as an old one, yet you know that it just happened. The reason why they are attributed with seizures is because it is a malfunction in the brain, and, if it gets severe enough, seizures usually follow.
Due to its ephemeral nature, there's very little scientific research on déjà vu. Although over 70% of people report having experienced the unsettling phenomenon, it does appear to affect people aged 15 through 25 more than any other age group. And according to How Stuff Works, it has been associated with temporal-lobe epilepsy. Some epileptics have reported feelings of deja vu that occur prior to and even during seizures.

i get deja vu sometimes. it usually happens when i'm asleeep and when i wake up i hardly remember until it actually happens... i never thought about what causes it. sum1 told me it was a "gift"...lol
