Do promises have an expiration date?

Yes and no. If I promise to pay you back money I borrowed on Friday, then yes, it has an expiration date. If I promise to keep you in my thoughts everytime I do a particular thing, then no, that promise does not have an expiration date.

If not, the person who'd been pronised may put an expiry date depending on the urgency or the weight of the thing being promised. For instance, if someone promised to love you, it takes effect immediately and if they promised to buy you a house, you may expect it to hapen in 2 or 5 years depending on their salary and other factors.
