How can you tell when someone who jokes around alot is being serious, and also when they say something just to

make you feel good but they dont mean it

The best way to tell is by what they do with others. If they say something to someone else and later say the opposite to you about what they said to the other person you can see that they don't mean what they say.

If it is a consistent pattern you can know more certainly

If a guy said that you'd be his girlfriend if you were older, it could mean one of two things. Either he was letting you down easy,
or if he said that on his own without any prompting on your part, then you know he's attracted to you but trying to make himself not feel bad because you're younger than him.
If he spends a lot of time with you and repeatedly makes that statement, he'll most likely give in to his impulse and pursue you anyway.
you would know by thier face expression and or bodylanguage.
Thats a hard one. I find I get in a joking manner whenever anyone trys to be serious around me. I don't like that sort of human 'interaction'.

As far as telling if someone is lying about hoping you feel good, try looking in their eyes. They give a lot away.
I think the best way to be sure is just to get to know them some more and spend time with them.then you might start seeing some patterns and can make better guesses about what they say and what they might have meant. It's also good to just ask them and see how they respond. Personally speaking, I can't deal with so much guesswork even if it's in the form of teasing...and I don't feel very comfortable with such people who end up confusing others about their intentions. Be careful. I am not generalizing but they could be manipulators..liars. You don't want such a partner who enjoys confusing you. Be with a simple person. Your life will be simpler.
