You have this dream of going to this certain place but in order to get there you will need a visa and of course money. The visa may or may not be granted to you. Money is another problem since you have an insufficient amount to show the consulate. You have never been to that dream country of yours but know in your heart it's where you want to be.
2nd choice - there's another country better than where you are living in right now. You don't need a visa to enter. Your money is sufficient to enter for that said country. You have been there before but it's a place where you know you can live temporarily and not permanently.
Which are you going to choose?
Answer:
The 2nd country will enable me to begin my adventure of living in a place better than where I now live. I would work and investigate all the possibilites of making a way to my preferred country in the future. I'd make it happen.
I would take the 2nd choice for now and keep working toward making the first choice happen.
