Of course, genius in not restricted to any one group or nation.
However, even though the potential for genius is everywhere, the maximum achievement of that potential will usually only be realized in an environment and culture which value it and provide the resources to achieve it.
only in so far as we can measure intelligence for the culture the tests were designed for... i.e. middle & upper class white people score higher on our IQ tests in the USA, not necessarily bc they are truly smarter, all we know for certain is that they score higher on the test that was normed (compared against) that group of people. it makes sense that people outside that particular group score lower.
