As has been pointed out, it is thought that the split is about 50/50 between heredity and our environment. This is not exact though as some psychological disorders are believed to have a higher genetic component (for example schizophrenia).
Generally thought, it is thought to be a mix of our genes and our environment that leads to things like intelligence, personality or psychological disorders.
For example, take alcoholism.
One, or both, of someones parents could be an alcoholic, leading to them being born with a genetic predisposition to alcoholism.
But that person may decide after seeing what it did to one/both of their parents to never drink alcohol, and so not become an alcoholic.
So while they have that genetic predisposition, they avoided it by the effect their environment had on them.

if you'r talking intelligence, research has found that most of intelligence is heredity. can be lowered by envirnomental causes like accidents or malnutrition (the leading cause of mental retardation in the USA).
in regards to personality, heredity is the winner again. studies show that pesonality is as much as 75% inherited. that kinda sucks doesnt it... esp if, like me, your mom's a jerk.
study after study show that it breaks down about 50/50.
