There are a number of things. When a person is still a fetus, there are several stages at which a person can become more or less typical of the obvious gender. Formation of the genitals is only one, obvious of them. For example, say the fetus has the female genitals more or less formed. Then comes another stage of development, say when brain forms, when, for whatever reason, the fetus is subjected to a lot of testonsterone, as a fluke in the mother's system. Then this person with female genitals would have a brain reacting kind of like that of a man, and so a girl will like other girls. Or, if a child is sexually abused by a person of another gender, he or she might feel more coomfortable having sex with a person of the same gender. There are so many things that can determine one's sexuality! Often you don't know which one of them is the determining factor. There are many points in the human development, when the sexual orientation can be affected.
