Can you tell whether or not someone is crying?

Can you tell whether or not someone is crying, but when the tears do not trickle down? The tears are just in their eyes? If so, how do you know?

Looking up at the ceiling or avoidance of eye contact, tightness in voice/using one word answers, hands touching face/ or arms crossed,

some people look like they are laughing its wierd

The eyes glisten, red around the eyes, gets the sniffles, won't look at you.
