It's asking how you go from a vague sense that something is not right to figuring out what's wrong to fixing it. The answer is communication.
I'm experiencing it now
First, I would redefine the problem to make it understood by all staff, then I would present it to be analyzed and evaluated as the first step in determining the solution.
Maybe it's a test to see if you can say "huh?" in a more intelligent way
its basically describing the experience u had while trying to create a question that is painfully structered, which will then be used in analyzing and evaluating for when determining the solution
I agree with Catherine's answer communication is the key. I would add that they are looking for your past management skills, or your skill set in working with a group of people who are all presenting you will a problem. When working with people the problems are often defined in terms of complaints. Each person sees the issue differently which can muddle the waters when personalities are in conflict. Thus you have to sort out what the root of the problem is pushing the personalities aside. Hope this helps.

Well, in the workplace, this is a pretty common occurrence. So what are you going to do, cuss the boss and throw up your hands and grumble about it to everyone you see. No, you are not going to do that.
So what would you do.
Research the subject by reviewing files and other office records and talk to colleagues/customers/users to gain their insights. Prepare an outline, which contains the Subject, Background, Problem, Possible Solutions, Pros and Cons, and Recommendations.
I guess that's quite a bit for a first step. But you get the drift. Good luck. Just don't throw your hands up in the air--they want to know that you will be resourceful and creative and have perseverance.
This does make sense, Let's put it this way, You have a child who was doing well in school and all of a sudden starts to do poorly. (lets assume that drugs and alchol aren't in the picture) The ill-defined problem is why is your child suddenly doing poorly? You have to figure out what's causing it (structuring) the problem. Than you have to figure out what would work toward resolving the problem. Analyzing and evaluating the solution. You find out that your child is being harassed by a bully, you want to help your child to figure out a way of dealing with the situation by him self if possible before he/she brings you into the situation.
