There may be obsessive-compulsive aspects at play. If you feel you "must" get the hand wet, that is obsession that it "must" be done. If you feel the need to "balance" some event, you are being compelled to do something to "right" what just happened.
You can google obsessive-compulsive disorder and find information. Keep in mind it is not a disorder unless it is significantly affecting your every day normal functioning. If it is controlling how you live excessively, then you may need to seek help. If it is just a "once in a while thing", then don't worry about it, because all humans have some obsessive-compulsive tendencies.
For instance... everyone has moments when they worry about making sure all the doors and windows in their home are locked just before going to bed, and they go back and "check" at least twice before being satisfied enough to go to bed. Everyone has moments when they worry that they may not have washed their hands "enough", and wash "just a bit longer" to be "sure" they are "clean".
But for an obsessive-compulsive disorder to be present, must "need" to check doors/windows on some pre-determined schedule throughout a majority of their day while thinking about little else but this "problem" all day, regardless of what else needs to be done. Or, for the hand-washing example, one gets the idea that they "must wash their hands "x" amount of times, in certain ways, for a certain amount of time each time it is done, etc., to "negate dirty thoughts" for example. First one thinks about something they perceive to be a "problem" for them to the exclusion of all else. Then, one acts on the "problem" by designating some activity as the "key" to "wiping out" (i.e., balancing or "making even" as you expressed it, "undoing", making right some perceived wrong, etc.) any consequences they perceive "could" (regardless of whether that perception is realistic or not) occur just because they thought about it.
If you do feel your behaviors are interfering with what you consider to be normal in your life, do seek help. There are therapies that can and will help you learn how to manage it. And again, if you feel it is not something that is really affecting your life, then don't worry. ;)

i understand i dont know of a name at this point but its like when you pat your head and rub your belly i can do it without having to do the other because i am not right or left handed i am ambidextrous
Obsessive-Compulsive Disorder (OCD) is all I can think of. I actually tried to find out, too, a couple years ago because I did similar things. When I walked I had to step the same distance with each foot/leg - if I stretched to avoid stepping on something with one step I had to do the same with the next step even if there was no real reason for it.
I grew out of it (that was when I was about 12 to 15, and it's been years and years since I last noticed it). Maybe you will, too? At it's very basic, OCD is a result of not coping with stress in a productive or successful manner. It's kind of like distracting from the real issue. That's really over simplified as there may be many causes from both biological and environmental beginnings and the symptoms of OCD range from the extremely severe and disruptive to those that are significantly easier to deal with.
