After the egg is fertilized, then the determination is made if it will remain female, or become male. If male, a trait left over is nipples from having began existence as a female egg.

Men have nipples because men have breasts. Breasts are made up mostly of fatty tissue which is why most men don't have large one. but men can and do get breast cancer. My daughter's father died from it in 1988. I'm not sure exactly why men's breast don't produce milk because if you give them enough estrogen they will start to produce milk.
