No, in Nigeria (Lagos in particular) it's almost essential to survival! I suggest you read the article called The Megacity. Most of the politicians are corrupt and embezzle money instead of putting it to use in the country. It's impossible to find a reliable job, because most of the civilians are destitute, or are fleeing the police (which are corrupt, and take/demand bribes), and if you don't have connections, forget it. It doesn't matter how educated you are. People are often promised jobs, and then show up to a vacant building to find out that their "employer" has fled for some reason. Never mind that the country is filthy, and people literally squat wherever they can to defecate, and is totally overpopulated. Knowing that, imagine that most Lagosians sleep on the street! The lack of health care is abysmal. Children are often orphaned and have to resort to prostitution.
Lagos has been dubbed "hell on earth" by many people who visited. It's nothing like you can imagine, the worst, poorest, most crime-ridden city looks like a luxury resort in comparison to Lagos. If you grew up like that (and didn't have the financial means to leave the country, much less actually live anywhere else), would you still be above stealing?

The point is, the above is true only in certain people, not ALL American men and women. Plus, it is true only in certain people in every country in this planet. Hence, its unfair to point one country out. The same applies to Nigerians. Yeah, some are crooks but NOT ALL. Its bad to make a generalization. Just because probably the only Nigerians you are encountered are crooks does not imply all Nigerians are like that. There are over a 140 million other Nigerians you have not interacted with yet.
