Why cant people stick to a time?

Sometimes there is a good excuse and sometimes there isn't. Sometimes an unforeseen glitch happens and sometimes people just can't get it together in time to be on time. I hate being late for anything and I think it's rude to keep people waiting unless there is a darn good reason. My bf is nearly always late, but that's just how she is. I have learned to not get ready too early when we have something planned because I know she'll be late by 30 minutes to an hour. Hey, that gives me more time to relax!! ;)
I get shouted/had a go at for not being punctual all the time. I really should learn my lesson.
