i have the same problem. it may be that you are just bored, or that your body just has the urge to move. if you constantly bite your fingernails, you may be what's called anal retentive.
ok eww but that is ok i think u should and here is a tip either put bandages around ur fingers or get greem peppers or somethin hot and rub it on ur finger tips and if u try ur mounth will get hot o and i think the reason u r doing this is because u get nervous or stressed so start calming down by like meditating or somethin.

If you are uncomfortable or stressed about issues in your life that you do not feel you can control it can flow out through actions such as constantly moving, chewing nails or cheeks. Take some time to examine what is going on in your life. Is there one or several issues that are out of your control. If so you may need to create a sense of peace about these issues. That can be done with breathing and meditation exercises. A general counselor can help you learn these methods. You may find that the issues that are stressing you are from an ugly past that has not been addressed or life in general now. If you are a teen or young adult, the new life issues may be overwhelming you a bit. Or if you are facing a different type of life changing event, not always negative, it can cause nervous energy. Take the time to relax and review your mental and emotional feelings to search for the cause and address it head on.
Forget anal retentive, you sound like you either have ADD/ADHD or anxiety. Tons of people are the same way, I have both ADHD and severe anxiety. I do the cheek thing and I tap my foot excessively, bite my nails, etc etc. If you don't want to get on meds, you basically just have to keep yourself in check and pay close attention to what you're doing all the time and make sure to stop yourself when you're doing the anxious behavior.
