Because it depends on what you mean by "social construction." Social construction means that something doesn't actually exist - people simply choose it to be. Such as national boundaries, the law, etc...
Race is a collection of various ethnicities that have common ground in both geography and genetic heredity. Cell mutations due to isolation from others over extremely long periods of time causes the various looks of "ethnicities," and races are a generalization of multiple groups of these ethnicities. Various ways people look, for example, are due to heritable genotype & phenotype factors that they received from their ancestors.
Europeans, Africans & Asians (Orientals) are assumed to be the three original "races." From these races came other races such as Arabs and Hispanics. Race still have significance in the study of Anthropology, Genetics and Medicine. Ethnicity has a significance in all of those fields as well as fields like psychology and sociology. Unfortunately, the social constructive portion you were talking about (not biological, but social) has a place in things like politics... usually in terms of racism vs. egalitarianism.
when a german scientist came up with the concept of race, it made the africians the lowest form of human. They where basically tought as mostly monkeys. This was dehumanizing, and it made slavery acceptable because no one would think of blacks as humans, just property same as pets.
Also when the slave traders did gather their slaves onto ships they made sure that their was not to many of the same tribes together. This allowed for very little communication. and in the new world they made sure that the slaves had to learn english,but not proper english.
So after destroying the slaves culture, years later the slaves owners would say that the slaves couldn't live on their own, they where not smart enough. They used the science of the race to back them up.
