Or do they both apply? In which case, do you think there ought to be a different word for each- one for the person who, say, enjoys the thrills of public sex in the office closet, even though the door is locked and there is no chance of being caught, and one for the person who goes to sex parties and whatnot to have sex with onlookers?

I think we could divide the different elements of its appeal also. I think one motivation is pure adrenaline rush, which explains everything form rock climbing to a rich person who shoplifts. Apart from the adrenaline of maybe being caught, there is also the self esteeem aspect, of someone enjoying others seeing them as a sexual or highly gender specific person, and being attracted/aroused etc themselves, thereby making the person feel appreciated or validated?
I must agree. most exhibitionism involves the POSSIBILITY of being seen, or caught, not the reality. Then what do you call flashers, and the like? hmmm.
Think it is thrill of will you be caught or not. Even in say a Office Closet the chance of being caught are there since noise travels.
Exhibitionists want to be seen though. I think anyways.
Having sex out in the open is part thrill seeking knowing you can be caught. But if your a exhibitionist you will up your chances of being caught because you want to be seen.

Both apply, the excitement of possibly getting caught fuels it.
as a exhibitionist myself I love the fact I am nude on stage and people are watching me..It probably varies from person to person..but I love to have people look at me and knowing they are watching me..I am not real crazy about getting caught somewhere making love..but to make love on stage..omg..instant orgasm.
