Can environment and surroundings negatively affect a person's mentality despite positive efforts?

Answer:
Yes, and even more so if the person allows for it to happen.
If you are in a a hostile or negative environment this can lead to negative or hostile mannerisms. It is no differrent if you live in place that is highly disorganized or unkempt, it directly affects the mental state of mind. Despite all of your efforts to look past this and to think positive it can be too much and it will have a negative effect on your mental state.
Definitely. Ever heard the saying "this is really dragging me down."?

What that means is that an external stimulus (either the environment or the surroundings or a recent event or set of events) is affecting how that person feels & thinks (despite the fact that they are trying to be positive). You can be very positive, but unless you are so inner focused so as to ignore everything around you, small negative things will grab your attention and start to cause you to think & to doubt.
Yes.
It is possible. One can overcome the
negative effect with meditation and
Yoga.
