some people say this when they are politely trying to get you to back off- to quit asking them out.


But, really, some people are busy.

If someone says this to you, why not ask them to get back to you when they have time. If they don't get back to you, leave them alone.
It is probably true as there are so many things for people to do.
They are busy. They don't care. They don;t want to live. They just want to breathe and eat.
It's an excuse. People have priorities. They are really doing what they want to be doing, even if they don't believe it. You can complain or you can do something about it. People can always find time in their busy schedules for what matters most to them. You know this. Whatever it is you want from this person is not a shared priority.
This communication tells you that they don't have time (for something deleted) or they are very busy (because...).

The information that gives the context of what's going on has been deleted, which means you either have to make assumptions about their priorities or query for more information.

Next time someone uses this on you, ask: what is it about being so busy that you like? Obviously they must like something about it, or they wouldn't do it. This should stop most people in their tracks - watch them flip out as they don't compute the question. If you ask a 'why' question btw, you'll gather more info successfully, but you'll also probably cause frustration, because you question might lack understanding.

Ultimately, the cause of this issue is the cult of the individual and the belief propagated by the media that *you* are the most important thing in the universe, and nothing else matters. Hence people get their own importance out of perspective and start to believe all sorts of stuff about themselves that just ain't true. Asking a few clever 'what' questions will soon get them grounded, and might even make u a few new friends.
