of course it is the deep inner pain that causes them to act like that. i do feel sorry for them. because they might not get the love they really want with the bully behavior.
They lack skills.

They have problems in their lives but they should realise all the more what it's like to be bullied.
They must be stopped. No one has the right to infringe on another's rights.

No I don't I'm afraid. Unless they are not all the ticket then then know right from wrong - and it's even worse if they were victims themselves. People will probably disagree with me on that because it's a learned behaviour, or the victim turns bully to exact revenge etc, but I say do as you would be done by. If you know it hurts then why inflict that on others?

No, i was bullied for a while and i will never forgive them for what they did to me. I have had the good fortune to get one or two of them back, and let me tell you it felt bloody good. I now hve a hatred of all bullies.
No not at all most bully's think its funny to make fun of them when they have a good life with everything!!

yes i do because i think that they must have problems at home and it most be horrible for them...the only way they can take out there anger and stress is by hurting other peoples feelings, and they don't care because no one at home cares for them so why should they...
I feel sorry that they have to act the way they do. I know it will take a nasty shock for them to change and it will make them suffer. Life has a way of sorting things out. We are all capable of choice, it's just a matter of thinking.
I feel more sorry for their victims. If they are scared, they should know that they are causing their victims to be scared. It is about knowing what others are going through and not feeling sorry for themselves and acting on it. Yeah, I got bullied. I was scared and unhappy. I didn't pick on people smaller than me. Every fight I was in, in my life was with someone bigger than me. F bullies. They don't deserve any sympathy at all. They are going out of their way to pick on others. It's not because they are scared. It's so they can feel powerful and laugh at people weaker than them.
I agree to some extent with what you are saying - clearly they have issues that they take out on other people - which is definitely wrong - but I don't feel sorry for them, it's more like pity.
Ok, some do have problems that affect how they interact with others but on the other hand there are also some bullies who are evil and sadistic just for the sheer hell of it.
