Sounds like deja vu to me! Happens to me too. Down to what someone was wearing, where I was exactly - it's like a shiver down your spine that you've seen this before.
I'd need more cognitive science knowledge before I could tell you why this happens.
Thid happens to me, but only every once in a blue moon. If it happens to you a lot then it's possible that you are just highly intuitive. The word 'psychic' sounds a little hokey to people, so I would use the word 'intuitive' when describing your ability to people.
I don't know about psychic, but I've had similar experiences. I don't really know why this happens, but I see others talking about it all the time. I don't know how this happens, or how it can even be studied, but if it can, I'd like to know.

The dreams are called premonitions. I have them occaisionally myself. They're not as rare as you'ld think.
If you see things before they come with your dreams, then there may be other things that you need to take a look at. Drop the word psychic and replace it with "paranormal.' Experts have been researching in that department for decades. The best person to talk to is a parapsychologist. Ever hear of clairvoyance, telepathy and things like that? It is de je vu, and it happens to me too. Sometimes the dreams are so clear, I remember everything. Other times its just bits and pieces, but you feel as if you have been there before. I know for a fact that I astral project when I sleep. I believe the two are related, and maybe the astral projection is what I remember. I have not developed this as much as I would like. You should read a book about Cayce, Edward I believe is his first name. He was able to astral project and relay what he was seeing to someone sitting by his bedside. Just very interesting reading.
We are all psychic, but for the majority the gift or the belief has been long knocked out of them. Educated out is another way of looking at it. Many professional psychics have grown up in a psychic friendly environment. Perhaps a grand-parent or parent with the knowledge has helped bring the extra sense out in the open and encouraged its use. But there are as many practicing psychics who have not had the benefit of caring psychic guidance and who have still managed to develop and hone this natural extra sense.
