Is it normal for most people to commit moral crimes , like stealing as a child, cutting in line, and lying?

This reminds me of one of my favorite quotes from Scott Turow in his novel, Pleading Guilty:

"Children are savages - egocentric little brutes who by the age of three master every form of human misconduct, including violence, fraud, and bribery, in order to get what they want."

everyone cuts in line cause it only affects that period of time, no1 will ever really remember in 4 years, lying is something that everyone does, but stealing as a child is starnge, cause it depends on what you steal, stealing a pen from someone in class may not be a big deal, shoplifting is a bit odd.
