Potentially nothing as neither it would seem to have stepped up to the mark yet - hence why bother with non motivated persons who don't first step their heads above the parapit.
Leaders and managers are different roles. While a manager may exhibit excellent leadership skills, their primary function is effectively managing and coordinating processes and the people who perform them. Their targets and objectives are set based upon productivity. Leaders, on the other hand, are people who inspire, motivate and bring people to higher levels of efficiency and success.
The characteristics of a good manager are: Organizational skills, time management skills, effective understanding of each process, skill assessment and assignment and crisis management.
The characteristics of a good leader are: listening skills, empathy, honesty, positive outlook, realism, motivational skills and the ability to lead by example.
All people have some potentials. What is important is that manager or a leader can deliver what are being expected. Sometimes we just expect too much. The world is round and so are the basic characteristic of peoples. If that person can not meet our expectations, we should adjust and wait for the right manager and leader to come or maybe we could be the potential good manager and leader.
just being able to take suggestions from others and use them if he can; also to distribute work evenly among the workers (not have a few working and the rest just sitting around)

To be able to take responsibility for his/her own actions: take ultimate responsibility for any mistakes/wrongdoings in his/her department because utlimately it is down to him/her, and above all be big enough to give credit where it is due and not take it all for himself/herself. Additionally of course, he/she must know what he/she is doing, be fair to those working under him/her and not expect them to do anything he/her would not do himself/herself and also be able to motivate his/her staff and always be there for them.

wow! well, despite what you're reading in these answers, there is no set of basics for a good leader! I've been a GREAT supervisor, manager, LEADER for most of my adult life, and been very successful at it!
My advice to you is to get a book called "Ready to Lead"..the name of the Author has escaped me, but it is a good STORY based book with great insight to be a leader Also, get a book called "The Five Dysfunctions of a Team"...also great insight...
If I had to give 1 thing that enables one to be a good leader, it would be communication coupled with respect...both are neccessary in a good leader.

A collegial approach is the best.
Good leaders are those who listen, are thoughtful but have the ability to make that awkward decision when needed.
